Our Services

Stevens provides a complete range of civil and site engineering services. These services have been the cornerstone to our business since our founding in 1973.

We have served the needs of municipalities, counties, state agencies, watershed districts, and private entities of various sizes. Our team is focused on providing high-quality, innovative solutions to bring our clients’ vision to life and deliver long-term value.

We work with state agencies, municipalities, universities, business parks, architects and engineers, and private developers. Stevens provides civil design for site grading, public utilities and streets, and park facilities, including storm water design and management, quality assurance review and cost estimating, planning, utility coordination, public participation and facilitation, construction surveying and inspection, construction administration and management, and sustainable design practices.

Planning is an interactive process involving the municipality, the public and our staff of professionals to achieve community visions and goals. Stevens planning services provide the necessary tools to make informative decisions, maximize allocated funds, or develop short and long term budgets. We can provide the leadership and technical expertise to address a broad range of issues from the earliest stage to project completion.

Stevens offers engineering services for site development including preliminary layout, grading and drainage plans, sanitary sewer and water utility design, storm sewer analysis and design for site drainage, parking areas that maximize parking stalls while maintaining efficient and safe traffic movements, pedestrian walkways, and preparation plans and specifications for construction.

Stevens provides full analysis, design, cost estimating, and construction administration of sanitary and water facilities. Whether new facilities or reconstruction, we will ensure sizing for future development is consistent with the owner’s vision. Our team will look at the entire system to make certain that the design is efficient and effective. We also encourage municipalities to regularly televise and monitor their systems so that maintenance can be planned for and budgeted accordingly. This also helps when adjusting sewer and water rates, and required reporting such as CMAR, CMOM and WPDES Permitting.

Stevens provides a variety of stormwater management design services. We strive to incorporate innovative drainage design into projects to meet the client’s needs as well as comply with all regulations. Project needs may vary from modifications in grading and drainage, erosion and sediment control, permitting such as NPDES with Storm Water Pollution Prevention Plan (SWPPP) or DNR Chapter 30 Permits, storm sewer pipes and ponding, or water quality improvements.

Recreational facilities are an important asset to the community and contribute positively to a healthy and active population. Stevens recognizes the importance of planning and designing recreational facilities that meet the current and future needs of the community. Stevens offers a full range of professional services to assist our clients from the initial site identification, master planning and funding phases, through the construction and operational phases for a variety of recreational facilities.

Our construction inspectors provide coordination of the numerous disciplines involved in a project, while having a strong interactive relationship and dialogue with the citizens, business entities, and public officials within the community throughout the construction project. Every effort is made to reduce the inconvenience that may be caused during the process to these individuals, while improving the quality of life within the community. They also work to keep to the project on schedule and within budget. Stevens has assisted state, county, and local agencies in the coordination of many roadway and utility improvement projects. This requires daily documentation, progress meetings, preparation of change orders, applications of payment, and completion of as-built drawings.
