Stevens assisted the Village and the School District of Osceola in obtaining $250,090 in funding through the Safe Routes to School grant program to construct a 1.5-mile walking and biking trail. The project included the construction of a 5′ wide concrete sidewalk and a 10′ wide asphalt trail including a railroad crossing with the Wisconsin Central Ltd. Railroad. Plans were developed in accordance with the Wisconsin Bicycle Facility Design Manual and the Facilities Development Manual, along with the coordination with WisDOT representatives.
Stevens also performed a comprehensive hydraulic analysis for the project and its tributary areas. A Chapter 30 permit was required by the DNR for crossing of a small stream. Utility coordination was a key element of the project especially in the area of the 5′ wide concrete sidewalk through the Osceola Industrial Park. Stevens prepared all permits required for grading, erosion control measures, and related work as required by the Department of Natural Resources, prepared the Section 4f and Section 106 documentation as required, and hosted several public informational meetings.
