The Village of Osceola decided to develop a 33,000-sf multi-purpose building that would include a library, senior center, Village Hall, and police station; however, the surrounding municipal utilities and streets were not sized to handle this development. Therefore, Stevens provided the design to realign the sanitary sewer, reconstruct the water main including increasing the pipe size and looping to provide a redundant system, re-route the storm sewer to provide better rate control and water quality ponding, design streets that provided additional parking and improved intersections, and designed a pedestrian system that met ADA guidelines. Stevens coordinated private utility relocations, construction administration services, and as-built plans.

In addition, Local Road Improvement Program (LRIP) funding for 4th Avenue was applied for and granted.
