Stevens assisted the Village of Osceola in obtaining $45,000 in funding through the Recreational Trails grant program to update an existing natural walkway connecting Wilke Glen Park and Cascade Falls to the St. Croix River following along Osceola Creek.
To obtain the grant, Stevens provided a floodplain analysis with a Base Flood Elevation analysis to determine if the walkway was above or below flood elevation. Once it was determined that the walkway was above flood elevation, site design and construction could begin.
The project provided a wider natural walkway with a combination of trap rock and wood walkways to create a connection to the existing trails. Because this project was located in a deep ravine, it took some creative thinking to determine how to transfer construction materials down to the project. The contractor engineered a pulley system, which helped speed up the schedule and decrease final costs.
