Founded in 1973, our substantial portfolio includes state, local and private site planning, design and construction administration. Angela Popenhagen, P.E., LEED B
Angela works closely with municipal governments in a broad range of community planning and engineering activities. Angela has served as City Engineer for communities such as the City of Cottage Grove, the City of Hudson, the Town of St. Joseph, and the Village of Osceola. Angela provides engineering planning, design, and financing guidance on projects and day-to-day issues. She handles all development reviews, prepares construction plans, specifications and cost estimates, coordinates specialty services as needed, tracks ongoing maintenance needs, and assists with ordinance updates. She also provides construction administration, including several recent WisDOT projects. She is responsible for coordinating grant requests and working with regulatory agencies to help move projects forward and deal with key issues. Angela is very active in the American Public Works Association.

Cristina Holzer, P.E.
Cristina has years of experience working on a variety of transportation and municipal engineering projects, including more than a dozen WisDOT Construction Projects. Her responsibilities on construction projects include: construction inspection and compliance verification; measuring and recording work completed in the field; collection/documentation of material certifications; performing aggregate and concrete sampling; and preparing as-built plans.
Cristina has also worked on a handful of MnDOT design projects and site design projects. She is proficient in stormwater management and design.

Ben Heinrich
Ben has over 23 years of office and field work experience. He is a CADD specialist with extensive experience as a lead design and field technician on various civil, municipal, environmental, and solid and hazardous waste projects. Ben’s responsibilities include design and preparation of construction plan drawings for municipal projects including road, sanitary, storm and water main design and civil projects including site design and grading. Ben has experience with inflow/infiltration (I/I) field work including smoke testing and flow meter installation, preparation and writing of construction certification reports, record drawings and quantity estimates. Ben also has surveying experience including construction staking, topographic surveys, roadway alignment, building and utility staking.

Civil Technician

Hunter joined our team in the summer of 2021 jumping right into the thick of construction inspection. He assists with construction inspection, measuring and recording work completed in the field, and sampling and testing of aggregates and concretes. Some of Hunter’s project experience:
USH 12 – Hudson – Baldwin – St. Croix County
Project support on an 8.6-mile roadway and box culvert replacement project. Work included milling of existing pavement and paving two lifts of asphalt under HMA PWL specification as well as beam guard, signing, and culvert work along the project. A 2” mill and overlay was completed through Baldwin and a box culvert was replaced north of Hammond. The T/TT/12 intersection in town Hammond was reconstructed and regraded. Stevens provided services for construction administration, site inspection, concrete, asphalt, and base sampling and testing, and final documentation for the project. Stevens provided project leader and support staff for this project under a very tight construction schedule.

Cole Refsnider
Cole Refsnider is a graduate of the University of Minnesota-Duluth with a Bachelor of Science – Civil Engineering degree. He has also obtained certifications from MnDOT for ADA Design and Concrete Field Testing
During college, Cole was a student-athlete on the football team and was voted team captain his senior year as well as being a two time First Team Inside Linebacker.
