As part of a continued effort to provide quality recreational areas within the community, the City of Hugo directed Stevens Engineers, Inc. to study the feasibility of transforming Rice Lake Park into a soccer complex and park. 
The feasibility study evaluates the existing site condition, discusses and illustrates facilities to be developed in the park and presents the estimated cost of the development and potential construction phasing schedule. The study also discusses options for restoring and improving the natural resources and character of the site.
The Master Plan includes:
  • five (5) soccer fields;
  • two (2) parking lots;
  • interior park road;
  • play area;
  • concession/shelter building area;
  • picnic area; and
  • trails (both natural and improved surfaces)
