TOWN OF GARFIELD, POLK COUNTY, WI
The Town of Garfield's 7-acre Town Park, on the shores of Lake Wapogasset, was once the center place for activity. However, decades ago, a tornado destroyed the band shelter and other site amenities leaving behind only a gravel road and sand bottom boat landing. Over the years, little was done to improve the park. The Town realized the unique opportunity to redevelop this piece of property, creating a place where residents of all ages can gather and enjoy recreational and family activities with a beautiful lake setting.
Stevens Engineers assisted the Town with the following park improvements:
- Relocating the boat landing and parking lot to decrease the environmental affects on the lake's outlet stream and reduce the sediment loading on the dam.
- Adding amenities to the site such as: picnic shelters, play area, fishing piers, trails, and restroom facilities connected to the sanitary district sewer lines.
- Improving safety by relocating the entrance road from CTH F to an adjacent town road.
- Constructing a storm water facility to treat runoff before it enters the lake and wetland.
- Protecting the shores of the lake, the outlet stream, and the on-site wetland with buffer zones and native plantings.
- Safeguarding an existing archeological site. Stevens also assisted the Town with identifying, preparing, and submitting grant applications for the project.
PROJECT COST & GRANT AWARDS
The Lake Wapogasset Park project has generously received funding through the following State and Federal programs:
- Recreational Boating Facility (State): $234,000;
- Sports Fisheries Restoration (Federal): $118,374;
- Stewardship (State): $50,656
The total grant funds awarded is: $403,030.
- Estimated Donations & In-kind Labor: $50,000
- Approximate Town Share of the Project Cost: $200,000
The total project cost was approximately $653,000.
